A constituent assembly meeting in Port-au-Prince adopted a constitution. It created the three branches of government with executive power delegated to a
Magistrate known as the President of Haiti, a legislative power residing in a Senate
of 24 members and a judicial branch composed of permanent judges, to
the exception for justices of the peace. It was under this constitution that Henri was elected
