1915. The American rear admiral, Caperton, received the order from the Minister of the Navy
from his country, Josephus Daniels, to travel to the West Indies to study the situation
from Haiti.
The situation in Haiti is becoming increasingly unstable, with nine presidents down
15 years old, a continual struggle between the mulattos and the black majority, a group of
peasants called Cacos and earning their living by participating in revolutions often
financed by funds from German businessmen living on the territory, the United States was very concerned. The US government then decided that
reforms in Haiti were essential to US security even if the
American financial interests in the republic were minimal. For this
government, control over spending, the reorganization of the armed forces. and
the support of customs were the only means to ensure this security.
This mission led to the occupation of the territory (1915-1934).
