2004. The Catholic bishops returned to a proposal for a solution to the crisis
that they had issued two months earlier:
This proposal issued on November 21 of the previous year and considered
as a reference by President Aristide and the international community,
had called for a "compromise" from all sectors involved in the crisis.
The church notes the difficulty of implementing its proposal as it has been
formulated,' the Episcopal Conference said in a statement read on

real desire of the power to seek an agreement and instead asking "each
actor to make a courageous and patriotic personal decision capable
