2004. President Jean-Bertrand Aristide facing an insurrection accepts a
settlement of the political crisis proposed by the international community:
Representatives of CARICOM, the Organization of American States,
the European Union, the United States, Canada, and France proposed a
regulation providing, inter alia, for the appointment of a new Prime Minister and
of a new cabinet by a "council of wise men" representing the various
Sectors of society. The political opposition rejected the plan.
