1807. The Northern Council of State issued a resolution on the Catholic religion to settle
the practice of worship:
By this decree, the acts of the Pope have no validity in the northern part and he
it was up to the chef, Henri Christophe, to make the appointments himself. Á this effect,
he appointed a prefet apostoloqie in the person of Pére Corneille Brelle, a Capuchin
then pastor of Cape Town who will now be responsible for appointing the priests and vicars of the
territory.
