1915. Rosalvo Bobo, at the head of an insurgent group, made a highly acclaimed entrance
in Cap-Haïtien:
Former Minister of the Interior and Police in the short-lived government of
Davilmar Théodore, Bobo took the lead of an insurrection after his departure.
Declaring himself head of the provisional government, he formed a few days more
later, a Council of Ministers composed of six personalities.
