The National Convention recognizing the services rendered by Toussaint raised him to this
Grade. Three mulatters, Villatte, Rigaud, and Louis-Jacques Beauvais, received the same
day the same distinctions.
1939. Amendments to the 1935 Constitution:
14 amendments to the 1935 Constitution were passed. They will be ratified and

Following a dispute between the countries of Jean-Rabel (Northwest Department
), member of a cooperative to certain large landowners (large gifts),
a massacre perpetrated by allies of the great gifts followed. More than 200 peasants
were killed
