1915. Lynching of Vilbrun Guillaume Sam and Charles Oscar:
A popular revolt broke out following the massacre of prisoners
policies executed by Charles Oscar, chief of police in Port-au-Prince, on the order
of President Vilbrun Guillaume. The two who had sought asylum in
diplomatic missions (Dominican consulate for Oscar and French for Sam). A
popular in fury, went into his legations, snatched them up and then lynched them.
The Americans who had taken position in the port of Cap-Haitien received the order
to urgently go to Port-au-Prince. They landed there the next day and
officially occupied Haiti for 21 years
