📅 1793. Proclamation of the abolition of slavery in the northern part of Santo Domingo by
Sonthonax:
Proclamation read solemnly in the Place du Champs de Mars, which decreed that "All Negroes,
mixed-bloods currently in slavery are declared free to enjoy all the rights attached
to the quality of French citizens". A decoy, since Sonthonax, after this proclamation established
a regime of conditional or supervised release and forced labour. The Convention will not abolish
slavery only a few months later, on February 4, 1794. (see: September 27, 1792)
The same day, Toussaint, then an officer in the Spanish army, published from the Turel camp near the
Gonaïves, a proclamation in which they presented themselves as the one capable of guaranteeing the
liberty and equality in Santo Domingo, thus inviting slaves to follow him.

📅 1840. Haiti’s adherence to the treaties on the repression of black people:
Requested by the British and French governments, Haiti acceded to these signed treaties
notably on November 31, 1831 and March 22, 1833 by the aforementioned governments,
showing thereby that she was very interested in the anti-escalvagist issue. A few more years
Later, under the government of Fabre Geffrard, she would go much further, encouraging
the immigration of blacks from the United States to Haiti.
