Having as president Hérard Dumesle, this company, despite its name, presented itself rather as
a party opposed to the government of President Jean Pierre Boyer. Its members, through this tool
political, were preparing the post-Boyer. Indeed, their birth certificate bears the following resolution:
It will be proclaimed a provisional government, composed of the notables both in the magistracy
that in the army and who are the citizens Imbert, Bonnet, Borgella, Voltaire, and Guerrier. The Haitians
rely on the patriotism of these great citizens, who have so often given proof of their
dedication when it came to the public good to accept the high mission entrusted to them
by all hearts. The constituted provisional government, the authority of the executive power as well as
that of the Senate and the House of Representatives of the Commons, will cease."
