The constitution of 1816 published in Grand-Goâve on June 23, 1816, made the chief of the
executive power the life president of Haiti. According to the Senators, the president in
exercise had "during its administration justified the high opinion that had been
designed in his favor ... and rightly deserved the national trust.”
1889.- Accession to the presidency of Louis Mondestin Florvil Hyppolite:
This accession coincides with the publication of the 1889 Constitution by the
Constituent. The sole article of its transitional provisions made citizen Louis
Mondestin Florvil Hyppolite the president of Haiti for a period of seven years.
