2000. Conviction in absentia of the alleged perpetrators of the massacre of
Raboteau:
Conviction in absentia of 35 former soldiers and members of the Front for
the Haitian Advancement and Progress (FRAPH), including former General Raoul Cédras,
beneficiary of the coup d'état of September 30, 1991, his former chief of staff the exgeneral Philippe Biamby and Emmanuel Constant, one of the founding members of the
FRAPH, a refugee, at the end of 1994 in the United States. They were convicted for
"murder, complicity in murder, torture and conspiracy" in the
Raboteau massacre (April 1994).
