1914. Second attempt by the United States to impose a convention on Haiti.
A draft convention that had been presented to the government on July 2
by Oreste Zamor, was again presented to the government of Davilmar Theodore.
Again, this project was rejected. It will finally be imposed in 1915, after the
landing of the marines
